The Shipping Federation have reported to

that

the Board of Trade that Court has found in

favour of men in case of "Severn Leigh" but

recommended men to return to ship and proceed

on voyage to Japan.

Admiralty and Foreign Office view is that

British ships proceeding to Japan are not in

danger either on high seas or in Japanese

ports. ́

Please cable briefly grounds on which

finding of Court based and state whether any

expert naval evidence taken as to degree of

danger, if any.

Understand owners giving Notice of Appeal

in view of possible repercussions of decision

on general position of crews of British ships

trading to Japan.
